NCER envisions to be a world-class economic region by 2025

Northern Corridor Economic Region (NCER) was established in 2007 as one of the economic corridors to provide equitable growth in the four states in the northern region of Peninsula Malaysia:
• Kedah
• Northern Perak*
• Perlis
• Pulau Pinang

The region has exhibited strong economic progress, with higher annual gross domestic product (GDP) growth rate of 5.8% compared to Malaysia’s 5.4% during the period of 2010–2014. The GDP growth was largely driven by the services and manufacturing sectors:
• The services sector is the top GDP contributor for all four states, with government services as the highest
subsector contributor.
• The manufacturing sector is the second highest GDP contributor for Kedah, Pulau Pinang, and Perak.
• The agriculture sector is the second highest GDP contributor for Perlis.

In the nine years since the introduction of NCER, significant changes have occurred:
• Expansion of NCER coverage – In 2014, the district of Manjung was incorporated into NCER; and in 2016, NCIA’s Council approved for the extension of NCER’s boundaries to cover the entire state of Perak.
• Changes in national and global economic conditions
– Drop in fuel price, depreciating ringgit, the economic slowdown in China, as well as declining foreign investments.
